General Meeting
Meeting at South Plantation began at 7:00 P.M.
Vince Mundo introduced the
following new members who did not officiate in Broward County last
year:

Vince used McDonald’s as an
analogy of CONSISTENCY in making calls in our football games. At the
State Championship games last year, only one game out of the six
games played deviated from being consistent in penalties called. In
the 2A final between Chaminade and Madison County, the officials
threw flags for 38 penalties. The fouls called were marginal at
best.
Jim Mulchay explained what
fouls should be flagged and what fouls should not be flagged. Safety
fouls, unsportsmanlike, and intentional fouls MUST be flagged. If
the foul is at the point-of-attack, it must be called. However,
fouls that have no bearing on the play should not be called. Also,
do not flag (just warn) minor encroachment fouls by either A or B.
Bruce Walker talked about
holding. He emphasized that we must use "common sense" when calling
this foul. Do not call holding if it has no bearing on the play. We
could probably call holding on every play. Bruce talked about the
different ways offensive and defensive players can hold.
Tom Winston reviewed 2004 Rule Changes
Vince went over what each
official receives by registering with the State and by registering
with our Local association. He said that for Varsity games (day or
night) we will wear knickers- -For J.V. games (day or night) we will
wear black shorts. He mentioned the State Rules clinic and the State
football exam. Transfer officials (for the first year) are not
eligible to be picked on a crew. For public high school games an
ambulance must be at the field in order to start the game. Vince had
the sixteen white caps to stand up. Vince explained the requirements
for being a Varsity and/or a J.V. white cap. For Varsity games, we
will be paid $63.00
Todd Wilpon will be the
chairman of the EVALUATIONS committee.
Steve Epstein said that three out of five of the RECOMMENDATIONS
committee members will not have been on that committee before. The
following represent the different on-field positions:

Board Meeting

Starting with the July 19 meeting, we will have "break-out" sessions
at each association meeting.
Varsity Crew selection procedure is as follows:
Monday, July 19, 2004 - - Determine draft order.
Distribute forms to declare crew freeze selection.
Thursday, July 29 - -Deadline for submitting crew freeze selection
form.
Monday, August 2 - - Distribute crew selection sheets indicating
draft order and crew freezes. Distribute list of officials eligible
to be drafted.
Sunday, August 8- - Crew selection meeting at Lockhart Stadium. 6
P.M.
Pick Meeting Procedure
Rounds 1 and 3 will be conducted in descending order and Rounds 2
and 4 in ascending order.
Crew Chiefs may elect to freeze up to two officials who served on
their crew last season.
Crew Chiefs who have elected to freeze two officials will get to
pick in Round 3. Crew chiefs who have elected to freeze one official
will get to pick in Round 2. Crew Chiefs electing not to freeze any
officials will pick in Round 1.
NOTE. Steve Ciardello may select Rick Collura as one of his freezes.
Joe Foley will have the option of freezing the remaining members
from Collura’s 2003 crew.
Vince will conduct final negotiations to determine where our
football banquet will be held: the Signature Grand or the
Renaissance depending on which one gives us the better deal for what
we are looking for.
