BROWARD FOOTBALL OFFICIALS ASSOCIATION
ARTICLE I. NAME
Section 1. This organization shall be known as the Broward
Football Officials Association (BFOA).
ARTICLE II. MISSION
The mission of the BFOA shall be:
Section 1. To provide officials of the highest caliber available to
officiate and remain in partners in professional progress for the benefit
of interscholastic sports.
Section 2. To indoctrinate and train officials through the use of
the current National Federation of High School association’s Rule Book,
Case Book, Officials’ Manual and other publications. These publications
shall become the accepted authority on rules and officiating mechanics.
Section 3. To elevate the standards of officiating through the
maintenance of a high standard of ethics.
Section 4. To provide the means for the correct interpretations of
all rules.
Section 5. To promote good fellowship among its members.
Section 6. To further the spirit of good sportsmanship and fair
play.
ARTICLE III. AFFILIATION
Section 1. The BFOA is a sanctioned football official’s
organization of the Florida High School Athletic Association, Inc.
(FHSAA). BFOA is subject to the by-laws and policies of FHSAA insofar as
they affect and prescribe the duties and responsibilities of the
organization and its individual members.
ARTICLE IV. BOARD OF DIRECTORS
Section 1. The elected officers of the BFOA shall be the President,
Vice President, Secretary, Treasurer and three At-Large Directors. BFOA
governing structure shall comply with the guidelines set forth in the
FHSAA Officials’ Guidebook, Section 2, (1997-1998 Edition).
Section 2. The Board of Directors shall manage the affairs of the
BFOA, which consists of the elected Officers and At-Large Directors.
Section 3. The immediate past President shall be a member of the
Board of Directors, but will have no vote on Board matters.
ARTICLE V. ELECTIONS AND APPOINTMENTS
Section 1. The Board of Directors will be elected biannually. The
election will be held at the last scheduled meeting of the Association
during even numbered years. The Board will assume office at the January
board meeting that follows the election.
Section 2. The eligibility to run for office of the BFOA is to be a
member in good standing with four years minimum membership in the BFOA.
Section 3. A vacancy in the office of the President shall be filled
by the Vice President, and such successor shall serve the unexpired term.
Section 4. A vacancy occurring in any other office will be filled
by appointment by the President, and such successor shall serve the
unexpired term.
Section 5. All elected officers and directors shall hold office for
a term of two years. No officer elected shall serve in the same office for
more than four consecutive years.
Section 6. Voting will be by secret ballot with no voting by proxy.
Quorum of membership must be present. The officers must be elected by a
majority of the membership voting, if not a run-off election of the top
two members receiving votes.
Section 7. The Board will appoint a Sergeant-at-Arms to maintain
order at the general and Board meetings.
Section 8. The Board of Directors shall appoint a rules interpreter
to serve for the Board term.
Section 9. A board member who misses two consecutive meetings twice
during a calendar year may be removed from office and a replacement named
in accordance with established procedures.
ARTICLE VI. BOOKING COMMISSIONER
Section 1. The Broward County Athletic Association (BCAA) may
select the Booking Commissioner from the names submitted by the Board of
Directors while reserving the right to select an alternate individual
whose name is not submitted by the Board of Directors. The Booking
Commissioner will assign members to officiate all interscholastic games
that are to be officiated by the Association.
ARTICLE VII. BY-LAWS
Section 1. The qualification for membership and the
responsibilities of the Board are provided for in the By-Laws.
ARTICLE VIII. SUSPENSION
Section 1. There shall be no suspension of the Constitution or
By-Laws.
ARTICLE IX. AMENDMENTS
Section 1. This Constitution will be automatically amended to
comply with any newly enacted requirements of the FHSAA.
Section 2. Any member in good standing may sponsor an amendment to
the Constitution. A preliminary draft of a proposed amendment may be
submitted to the Board of Directors at any meeting for inclusion on the
agenda (presentation to the general membership followed by discussion) at
the next meeting. The final draft of a proposed amendment must be
submitted to the Board of Directors no later than the next-to-last meeting
of the year. Amendments to change the Constitution will be voted on by
roll call ballot at the last scheduled meeting of the year.
