BFOA Qualifications

General Requirements - FHSAA Registration
  • Must be 18 years of age or older (unless participating in Student Mentoring)
  • Submit a FHSAA registration form and pay the appropriate ($34 online - $44 paper) non-refundable registration fee, and any previous fines or penalties
  • Join and maintain membership in a local FHSAA sanctioned official's association
  • Certify that he/she has not been arrested or convicted of a felony or any crime that involved dishonesty, possession, use, or distribution of an illegal substance, or immoral conduct regardless of the punishment therefore; or has ever been denied registration by the FHSAA or a high school association in any other state. 
  • Comply with all requirements listed in the FHSAA Official's Guidebook
General Requirements - BFOA Membership
  • Current FHSAA registration and BFOA registration
  • Pay appropriate ($35) non-refundable registration fee prior to July 2010.  (A $10 late fee will apply after July 2010)
  • Attendance at general meetings, dates to be determined by the Board of Directors
  • Good moral character, on and off the field. Certify that he/she has not been arrested or convicted of a felony or any crime that involved dishonesty, possession, use, or distribution of an illegal substance, or immoral conduct regardless of the punishment therefore; or has ever been denied registration by the FHSAA or a high school association in any other state. 
  • Compliance with the FHSAA "Rules of Conduct" in the Official's Guidebook
General Requirements - BFOA Junior Varsity Officials
  • Current FHSAA registration and BFOA registration
  • Attendance at general meetings.  Member must attend two of three consecutive meetings to be eligible to receive game assignments.
  • Minimum of one year verifiable football officiating experience (youth league, flag etc)
     
General Requirements - BFOA Varsity Officials
  • Current FHSAA registration and BFOA registration
  • Attendance at general meetings.  Member must attend two of three consecutive meetings to be eligible to receive game assignments.
  • Minimum of four (4) years officiating experience must be verified by the FHSAA. Three of the four years must be at the Junior Varsity level or above.  Officials become Varsity eligible at the beginning of their 5th year of service unless this requirement is waived for a specific individual by a majority vote of the Board of Directors.  The Booking Commissioner will make assignments consistent with the members’ classification.  He/she shall have the authority to assign members from a lower classification as needed in circumstances when appropriate level officials are not available.
  • Must have a FHSAA test score of 75% or better on the most recent test.  The previous year's test scores will apply until current year test scores are received.
     
Notes:
Transferring Officials
Eligible transfer officials must submit acceptable verification of prior officiating experience to the FHSAA and BFOA.  Transferring officials must register with the FHSAA, and meet all existing BFOA criteria for Varsity list consideration.  The transferring official will be given an opportunity to be observed in a game situation by an Evaluation Committee assigned evaluator(s). The evaluator(s) will make an assessment of the official’s skill level and make a recommendation to the Board of Directors as to the official’s classification.  The Board will determine based on the recommendations received if the official will be eligible for Varsity assignments.
 
Booking Commissioner
Our booking commissioner is responsible for assigning all FHSAA sanctioned interscholastic contests held in Broward County.   Our Assignment Committee is responsible for reviewing the Varsity schedule assignments with booking commissioner.
 
Varsity Crews
Our association is committed to the "crew concept" where the same group of officials work together throughout the season.  Crew members are chosen by assigned crew chiefs (Referees) at an annual pick meeting in a round robin fashion from the list of approved varsity officials.  Members not selected are put on an alternate list.  Currently the association creates 16 separate (5 man) crews.  Crew chiefs are appointed by the Board of Directors.
 
Contest Assignments

If an official fails to appear for an assigned contest and has NOT notified the Booking Commissioner IN ADVANCE, the penalty for the first offense shall be non-assignment for a two week period.  In addition, the reason for the non-appearance must be acceptable to the Booking Commissioner and the BFOA Board of Directors.

Under no circumstance will an official give his/her game assignment to another official. If the official cannot work an assignment, he/she must notify the Booking Commissioner. If notification cannot be made prior to the contest a VALID REASON for the non-appearance must be given to the Booking Commissioner no later than 12 NOON the following day after the absence; otherwise, the official will be replaced for all other assigned contests until the official appears before the Board of Directors.

AN OFFICIAL WHO FAILS TO APPEAR AT AN ASSIGNED CONTEST A SECOND TIME WILL HAVE HIS/HER NAME REMOVED FROM THE ASSIGNMENT LIST REGARDLESS OF THE REASON FOR THE ABSENCES.

The final disposition of the situation will rest with the Booking Commissioner and the BFOA Board of Directors.  All officials are individual contractors and are NOT Broward County School Board or FHSAA employees.
 

Scratch List
Officials MUST scratch schools where they have a conflict of interest.  These include graduating from the school within the last 7 years, having a child attending the school, personally working at the school, or having a spouse working at the school.  Or any other affiliation that could be considered a conflict of interest.  Coaches may request that a particular official not be assigned to their contest.  We will accommodate specific  reasonable requests wherever possible and reassign that official to another contest.
 
Youth League Assignments
New officials, and officials with limited experience can be assigned to games at various youth leagues that operate within Broward County.  The BFOA can provide contact information for the individuals that assign officials to these contests.  The BFOA is not directly affiliated with any of the youth leagues.  However many BFOA officials also participate at the youth league level.
